NC Medicaid Reform Plan

April 4, 2013--Community Care of North Carolina (CCNC) has a proven ability to enhance healthcare quality while restraining costs. Our community-based, doctor-led approach has been hailed as a national model. Just yesterday, we received an award from the Healthcare Leadership Council and public praise from U.S. Senator Richard Burr. We believe we have much to offer our state as it seeks to improve the quality and efficiency of its Medicaid program.

There are clearly many aspects of North Carolina’s Medicaid program that could use improvement, including uncoordinated state programs that don’t mesh well to benefit patients, siloed and unmanaged care delivery in some service areas, and problems with Medicaid budget forecasting and management. Any plan to fix these problems should also take into account the program’s current strengths, including CCNC’s statewide network of collaborating providers, intelligent data use that targets the most impactable patients for assistance, and community-wide cooperation that changes how care is delivered, not just how it is paid for. These strengths have saved taxpayers millions of dollars already and can drive greater budget control and predictability if more broadly applied to the program.

We are eager to review the operational and financial details of the Governor’s proposal. We look forward to working with the Governor and the state legislature as they finalize the direction of the Medicaid program. We will continue to support approaches that are cost-effective, meet the health care needs of vulnerable populations and maximize the portion of reform savings that remain in North Carolina.
