POSITION SUMMARY

The Community Care of North Carolina (CCNC) Information Technology Center (ITC) provides data management and software applications development to support CCNC's main mission to improve quality of care and reduce healthcare cost for the State of North Carolina sponsored by the Department of Health and Human Services Division of Medical Assistance, Office of Rural Health and Community Care, and the United States Department of Health and Human Services Centers for Medicare & Medicaid Services.

Duties and Responsibilities

  • Work independently or with other team members to develop, maintain, and support software applications. 
  • Develop user-interface, Web Services, business logic, and application data layer.
  • Participate in requirement analysis, sprint planning, and software design and architecture sessions.
  • Perform unit testing to produce high quality software application deliverables. 
  • Participate in planning and performing deployments.
  • Produce well-organized, optimized, and documented source code that is consistent with the application architecture and coding standards.
  • Communicate and collaborate well with other application development analysts, quality assurance analysts, business analysts, and others.

Requirements

  • Web software application development experience in all aspects of SDLC.
  • Professional experience in ASP.NET (C#/VB.NET) using Visual Studio.
  • Proficiency with HTML5, CSS, JavaScript, JQuery, and JSON.
  • Professional experience in RESTful and SOAP APIs.
  • Experience with writing high performance SQL stored procedures (Select, Update, Delete, Insert, and Join).
  • Solid knowledge of Object Oriented Design and Programming.
  • Ability to produce high quality, high performance, and responsive applications.
  • Effective communication, excellent interpersonal skills, and technically motivated.
  • Independence, resourcefulness, and an attitude of teamwork.
  • Ability to communicate on both the technical and non-technical level.
  • High comfort level interacting with other application development analysts, quality assurance analysts, business analysts, and others.
  • Ability to deal with highly sensitive and confidential information and adhere to data security and confidentiality standards, protocols, and procedures.
  • Ability to adapt to change and learn the domain knowledge and new technologies.
  • Excellent debugging and problem-solving skills.
  • Ability to multi-task and deliver quality work on time. 
  • Health care software development domain experience is preferred.
  • Experience modifying and improving upon existing applications and systems is preferred.
  • AJAX experience is a plus.
  • AngualrJS or experience developing multi-tier Single Page Application web-applications is a plus.
  • Experience writing high performance MDX queries against SSAS data cubes is a plus.
  • Experience working in an Agile Scrum development environment is a plus.

Education and Experience

  • Bachelor’s degree in computer science, software engineering, or related field preferred.
  • 10+ years of Web software application development experience in all aspects of SDLC.
  • 10+ years of professional experience in ASP.NET (C#/VB.NET) using Visual Studio.
  • 6+ years of development using HTML, CSS, JavaScript, JQuery, and JSON.
  • 6+ years of professional experience in RESTful and SOAP APIs.
  • 6+ years of experience with writing high performance SQL stored procedures.
  • 6+ of practical knowledge of Object Oriented Design and Programming.
  • Experience modifying and improving upon existing applications and systems is preferred.
  • Health care software development domain experience is preferred.
  • Experience working in an Agile Scrum development environment is a plus.
  • AngualrJS or experience developing multi-tier Single Page Application web-applications is a plus.
  • AJAX experience is a plus.
  • Experience writing high performance MDX queries against SSAS data cubes is a plus.
